中国公司应做五件事 减少中国网络威胁报道造成的间接损害

最近美国各大报用充满戏剧性的通栏标题,报道了来自中国的网络安全威胁问题。最新一条来自Mandiant公司的消息更指明,上海郊外的一座大楼正是大部分威胁的来源。虽然其中一些报道近乎歇斯底里,但是毫无疑问的是,所谓的网络战已经打响,而且中国并非世界上唯一卷入这种活动的国家。 当然,寻求在美国投资或营运的中国公司如果试图以“大家都这样做”的言论来自我辩护的话,对解决中国公司因“国籍”本身而造成的声誉受损并没有任何益处。大多数美国人认为,所有中国企业都是被政府控制的。但事实却是,尽管中国很多大型企业明显为国有企业(SOEs),但是还有包括许多成功的私营企业在内的蓬勃发展的私营机构正寻求在国际市场发展的机会。这些企业的目标是经济上的,不是政治上的。他们与网络没有关系。但是中国作为一个正在崛起的世界大国所带来的地缘政治问题,却使得这些公司背负声誉压力。那么,对于一个只想“赚钱”的企业来说,应该怎么做呢? 下面就是一些有助于减轻所谓美国“恐中症”所造成的伤害而提出的建议,供大家参考。 1.聚焦大事 中国企业相信美国不欢迎来自中国的投资,虽然这可以理解,但却是错误的。其实,中国去年在美国的投资额已创下有史以来的最高纪录,达到65亿美元。今年这一势头正在继续。仅上个月就有两项中国对北美企业的并购项目被专门评估外商投资对国家安全影响的机构美国外商投资委员会(CFIUS)批准。其中一个是中海油150亿美元并购加拿大石油和天然气企业Nexen的项目,另一个是万向集团对电池生产商A123 Systems的并购。这两个并购项目都受到美国政客以国家安全为由提出的挑战,但不管怎样它们最后还是被批准了。此外,中国企业仍然受到美国州一级和地方一级的欢迎。麻省和加州的州长都于近日宣布将派贸易团去中国吸引投资。所以,即使有人视进入美国市场的每一个中国企业为威胁,但越来越多的人已经开始意识到,来自中国的投资和贸易机会所带来的好处。中国企业不应该被时断时续围绕中国问题的媒体轰炸所吓倒,大多数时候,经济终将战胜政治。 2.道德行为是一个企业成功的先决条件 中国企业光凭其“国籍”就要受到更加严格的审查这是事实。习近平主席把消除中国腐败作为头等大事来抓也正好说明这种猜疑并非空穴来风。而且,并不是只有美国政府在审查中国企业,受到外国企业竞争威胁的美国企业也在关注这些问题。这样一来,中国企业在美国开展业务时,就需要像美国谚语中所说的那样“比猎犬的牙齿还干净”(备注:形容没有污点,一清二白)。在美国,甚至一定程度上在中国,不良的行为终将被揭露。 3.道德并不是全部 道德行为是必要的,但想要凭此就挽回声誉还不够。企业的道德行为还要被人所知,所以使用恰当的传播手段支持企业道德形象也是非常重要的。这种传播手段需要高超的技巧,即使是最有经验的美国CEO也要大量的训练才能胜任。在遵循诚信传播的同时,严格传递经过精雕细琢的同一信息也是必不可少的一环。虽然任何人在公开场合代表企业或机构发言都存在一定风险,可一旦做好则获益匪浅。 诚信只有在成为企业声誉的一个关键因素后,才是企业的资产,而且这是无法假定的。首先讲究诚信至关重要,然后才值得投入大量的时间和资源使中国企业高管有能力去赢得关键受众和利益相关者的信任。这样一来,才能把企业和媒体大量报道而产生的中国负面形象区分开来。  4. 大声谈论行业问题 沉默在美国绝不是金。在美国,无论是外国企业还是其国内企业,都应该掌控自己的形象和声誉。文化上来说,中国企业在传播方面较为低调,喜欢让产品和服务质量说话。这可能在中国行得通。但在美国,无论是在商业、政治还是人际关系方面,拒绝交流都会引来怀疑,因为这么做只会让人感觉得你有所隐瞒。因此,中国企业应该自由交流。不要在大的地缘政治问题上发表言论,而应该就本行业内的一些情况发表意见,并分享自己的想法。 5. 更加透明 别人看起来透明才是透明。没有任何一个地方的企业是完全透明的,而且也不必完全透明。中国企业在美国被认为是全不透明的公司。这个名声是一把双刃剑。一方面来看,所有的中国公司都要背负这一公式化的印象;另一方面来看,中国公司其实不需要做太多就能改变这种负面印象。因为期望不多所以小动作会被视为大突破。 举例来说,只是让一个公司高层领导在公共场合或对媒体上说几句,就可以把自己与大多数美国人刻板印象中的中国企业区分开来。在企业官网上开设博客并欢迎留言将被视为改变形象之举。而开设推特账号(twitter)也有异曲同工之效。这些都是美国公司赢得关键受众信任的标准战术,也是中国企业在中国采取的标准策略。但是,中国企业在美国反而没有太多采取这种传播策略。其实,如果中国企业能够如美国各地经常发生的那样大胆发声的话,则大多数美国人不但会感到惊奇,而且也会给他们留下好的印象。 当然,就算做到了上面所说的几点也仅能减少而不能消除对中国企业的刻板印象。需要指出的是,美国人没有对中国抱有敌意。最近皮尤研究中心所做的调查显示,只有15%的人认为中国是“敌人”。大多数人视中国为“竞争者”。不过他们确实相信,中国人不喜欢按西方视为商业行为标准的规矩出牌,而那些关于中国网络威胁的新闻又着实让人害怕。 虽然并不常见,但中国企业如果能更像一般美国企业那样运作,他们就更能给美国人带来惊喜,把自己与“中国威胁论”区别开来。这样一来,他们就能巩固自己的声誉,从而有利于实现其经济目标。
